Kagato is an evil scientist (complete with organ playing skills), whose goal is to find the secret of ultimate power contained within Tsunami, and controlled by a master key, which only the Jurai royal family can wield. Kagato learned most of his technical skills from Washuu, who he held captive aboard his ship, the Souja.
Kagato's voice actor for the Japanese OAV is
Wakamoto Norio, and for the English dub is Weston Peece.
